Leadership Transition in Maryland's House of Delegates
The Maryland House of Delegates has elected Del. Joseline Peña-Melnyk as its new speaker during a special legislative session on Tuesday. This marks a significant shift in leadership, as Peña-Melnyk will replace former Speaker Adrienne Jones, who stepped down on December 4.
Governor Wes Moore expressed confidence in Peña-Melnyk’s ability to continue the legacy of her predecessor. “Former Speaker Adrienne Jones leaves big shoes to fill. But I have complete confidence that Joseline Peña-Melnyk will carry forward—and build on—Speaker Jones' profound legacy of leadership, while also building a legacy of her own,” he said in a statement.
During the special session, lawmakers were also expected to address legislation that was vetoed by Governor Moore during the 2025 General Assembly session. The 2026 legislative session is set to begin on January 14, 2026.
Who Is Del. Joseline Peña-Melnyk?
As a member of the State House of Delegates since 2007, Peña-Melnyk represents Anne Arundel and Prince George’s counties. She has been a strong advocate for increasing the minimum wage in Maryland, expanding opportunities for minority-owned businesses, improving healthcare access, and strengthening education programs.
Currently, she serves as Chair of the state House Health and Government Operations Committee. Peña-Melnyk was born in the Dominican Republic and grew up in New York, according to the state website. She is the first Afro-Latina speaker in Maryland history.
“I came to the United States carrying little more than hope and the determination of a family that believed in a better future. Like many immigrants, that's why we come here,” Peña-Melnyk said.
She was the first in her family to attend college, according to her website. Between 1997 and 1999, Peña-Melnyk worked as Assistant U.S. Attorney for Washington, D.C., and she served on the College Park City Council for two terms before being elected to the House of Delegates.
Peña-Melnyk has also been an outspoken immigration advocate. She served on the board of CASA de Maryland, an organization that focuses on immigration issues.
As she took the oath, Pena-Melnyk acknowledged the responsibility of leading the house and the tough decisions ahead. “We must also address the serious budget challenges we face with honesty and discipline,” she said.
Peña-Melnyk closed with a message of unity. “We will be fair, we will be balanced, and we will have you in mind for every decision that we make,” she said, “Thank you for allowing me to serve this beautiful state that I call home.”
Reactions from Maryland Leaders
Governor Moore celebrated Peña-Melnyk's election as Speaker of the House, saying in a statement, “Joseline Peña-Melnyk is a fighter—someone who doesn't just believe in the dignity of all Marylanders, but who actively channels that belief into action.”
Comptroller Brooke Lierman also congratulated Peña-Melnyk, calling her “a champion for Marylanders, a relentless representative for her constituents, and a consensus-builder among her colleagues.”
“During her tenure in the House of Delegates, Delegate Joseline Peña-Melnyk has addressed some of the state's most complex issues, including reproductive rights, assisted outpatient treatment, and promoting health equity for all Maryland communities,” Lierman said in a statement.
Inside the House chamber, lawmakers from both parties praised Peña-Melnyk's leadership. “She is a leader who is always willing to listen and understand, regardless of the side of the aisle on which you stand,” said Del. Thomas Hutchinson, a Republican. “Her rise from deeply humble beginnings is a testament to her strength, her tenacity, and her fight for others,” added Del. Jheanelle K. Wilkins, a Democrat.

With Peña-Melnyk at the helm, the Maryland House of Delegates is entering a new chapter. Her background, dedication, and commitment to public service position her as a leader who can navigate the complexities of governance while remaining true to the values of fairness and inclusivity.
