Zohran Mamdani, a prominent Democratic socialist and one of the leading candidates in the upcoming New York City mayoral race, has introduced a bold agenda aimed at transforming the city’s approach to public safety and social services. If elected, he plans to significantly reduce the responsibilities of the New York Police Department (NYPD) and shift some of its duties to specialized community-based teams.

Mamdani, who recently participated in a town hall event with Senator Bernie Sanders and challenged President Donald Trump to a debate, has made several high-profile promises. These include making city buses free, expanding access to universal child care, and freezing rent on certain apartments by increasing taxes on the top 1% of earners and corporations. His most controversial proposal involves creating a new city department focused on community safety, which would replace the NYPD in specific situations involving mental health crises or homelessness.

Rethinking Emergency Response

During an interview on CBS News New York’s “The Point with Marcia Kramer,” Mamdani outlined his plan to address public safety in a more nuanced way. He emphasized that many incidents involving emotionally disturbed individuals—such as homeless people on subways—are not necessarily criminal but reflect deeper issues like mental health and housing instability. Instead of sending police officers, he proposes deploying mental health workers and social service professionals to handle these cases.

“This is not about reducing police presence,” Mamdani explained. “It’s about ensuring that the right people are responding to the right problems.” He argued that this shift would allow NYPD officers to focus on more serious crimes, such as shootings and murders, where their training and expertise are most needed.

Mamdani pointed to a successful model in Oregon, where 90% of similar calls were handled without police involvement. He believes that replicating this approach in New York could significantly reduce the burden on law enforcement while improving outcomes for residents in crisis.

The Role of the Department of Community Safety

Mamdani’s proposed Department of Community Safety (DCS) would deploy teams of mental health outreach workers to the city’s busiest subway stations, where mental health crises are most common. These teams would be responsible for assisting individuals in distress and connecting them with appropriate resources.

Currently, the NYPD responds to approximately 180,000 calls involving emotionally disturbed individuals each year. According to data from a recent New York City Council hearing, this number highlights the scale of the challenge. However, Mamdani believes that even a partial shift to non-police responders could have a meaningful impact.

He also mentioned the city’s existing pilot program, the Behavioral Health Emergency Assistance Response Division (B-HEARD), which aims to provide alternative responses to mental health emergencies. While B-HEARD has shown promise, it faces limitations, with about 60% of calls still requiring police intervention due to the severity of the situation. Mamdani argues that even reducing the workload by 40% could improve the NYPD’s ability to respond to critical incidents.

Addressing Funding and Support

Mamdani criticized Mayor Eric Adams, who is seeking re-election as an independent, for not adequately supporting programs like B-HEARD. He claims that a lack of funding and political will has hindered the success of these initiatives. Mamdani said he wants to change that by investing $1 billion to establish the DCS and ensure that enough trained professionals are available to take over non-criminal emergency responses.

He emphasized that hiring qualified staff would require competitive wages, stating, “We have to pay people what they're worth.” While he does not plan to increase the number of NYPD officers, he promised an outcome-oriented approach to policy-making, focusing on results rather than political posturing.

Opposition and Challenges

Despite his vision, Mamdani faces opposition from other candidates. Republican nominee Curtis Sliwa and independent candidate Andrew Cuomo have both advocated for increasing police numbers and criticized Mamdani’s plan as impractical. They argue that reducing the role of the NYPD could compromise public safety in a city with complex challenges.

Nonetheless, Mamdani remains confident in his approach, believing that a more compassionate and community-focused strategy can lead to a safer and more equitable New York City.
