Key Negotiations and Strategic Moves Between India and the EU
India and the European Union are making significant progress in their efforts to finalize a comprehensive free trade agreement (FTA). Both sides have scheduled two crucial rounds of negotiations within the next month to address key issues such as rules of origin, market access, and duties on wine and dairy products. These discussions are critical for overcoming existing differences and moving forward with the FTA.
European Commission officials, including Agriculture Commissioner Christophe Hansen and Trade Chief Maros Sefcovic, are currently visiting India to engage in talks with their Indian counterparts. The goal is to finalize the FTA by the end of this year. This effort comes as the EU remains India’s largest trade partner, with bilateral trade in goods reaching USD 135 billion in the financial year 2023-24.
Beyond the FTA, India and the EU are also working on several transformative initiatives aimed at strengthening their political and strategic relationship. These include expanding defense ties and developing foundational frameworks that support deeper cooperation. This collaboration is taking place amid growing geopolitical uncertainty, underscoring the importance of a strong India-EU partnership.
A major milestone in this relationship will be the unveiling of the EU's new strategic vision for its ties with India on September 17. This document is expected to outline key elements of the EU’s future outlook for relations with New Delhi. It will likely be presented during the India-EU annual summit, which is anticipated to take place in India within the first few months of next year.
In the coming months, both sides plan to hold a series of high-level meetings and talks. These include a visit by the EU's Political and Security Committee, composed of envoys from the bloc’s 27 member nations, to India. Additionally, India-EU counter-terror talks are scheduled for this month in Brussels, while the Standing Committee of the EU Parliament on Trade will visit New Delhi in October. The Indo-Pacific ministerial forum is set for November 20-21, followed by the next meeting of the EU-India Trade and Technology Council (TTC) in November.
The foreign policy and security dialogue between the two sides is also planned to take place in Delhi. Furthermore, the EU's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, is expected to visit India either in December or January.
Ongoing Negotiations and Progress Made
The 13th round of FTA negotiations is currently underway in New Delhi, with the next round scheduled for early next month in Brussels. So far, the two sides have concluded negotiations on 11 chapters, including customs and trade facilitation, dispute settlement, digital trade, sustainable food systems, small and medium-sized enterprises, competition, subsidies, and capital movements.
However, several key chapters, such as rules of origin and market access, remain unresolved. There are also concerns about non-tariff barriers, but both parties are optimistic about finding a balanced solution to all contentious issues.
Recent discussions between Prime Minister Narendra Modi and EU leaders Antonio Costa and Ursula von der Leyen reaffirmed the commitment to finalizing the trade deal. They emphasized the importance of the India-EU partnership in promoting global stability and upholding a rules-based international order.
The new strategic vision for India-EU relations will undergo review by various member states before it is officially adopted. Once ratified, it is expected to serve as a guiding framework for the next phase of their relationship.
Expanding Defense Cooperation
To strengthen defense ties, India and the EU are negotiating a security of information agreement and other frameworks. These measures aim to enhance military cooperation, including joint development of equipment and hardware.
The upcoming meeting of the TTC holds particular significance. Established in 2022, the TTC aims to facilitate the exchange of critical technologies across domains such as artificial intelligence, quantum computing, semiconductors, and cybersecurity. This partnership with India marks the second such technology initiative for the EU, following its first agreement with the United States in June 2021.
