Republican Lawmakers Urge Action on Iran's Nuclear Program

Republican lawmakers have been vocal in their calls for increased pressure on Iran, particularly regarding its nuclear ambitions. A group of 19 Senate Republicans has urged Britain, France, and Germany — collectively known as the E3 — to impose sanctions on Tehran as soon as possible. The goal is to prevent Iran from acquiring a nuclear weapon. Senator Pete Ricketts of Nebraska emphasized that the U.S. and its allies must apply maximum pressure to force Iran to permanently and verifiably end its nuclear program, including its capacity to enrich uranium.

The E3 countries are set to meet with Iran in Turkey this week to discuss the nation's nuclear plans. This will be the first such negotiations between the four nations since Donald Trump ordered stealth bombers to destroy Iran’s major nuclear sites. European allies have made it clear that if a nuclear deal with Iran is not reached by the end of August, they plan to trigger the “snapback” mechanism to reimpose UN sanctions that were lifted in 2015. These measures include restrictions on trade in nuclear-related equipment, an arms embargo, and severe financial penalties.

Under the terms of the original deal, which President Trump withdrew from in 2018, the E3 can quickly activate sanctions if Iran breaches its commitment to limit uranium enrichment. The process of activating “snapback” takes 30 days, with the Europeans aiming to have the measures in place before Russia assumes the UN Security Council presidency in October.

David Lammy, the UK foreign secretary, recently warned of imposing “dramatic sanctions” on Iran if its leaders do not clarify the status of its nuclear program. However, Senator Ricketts, who serves on the powerful Senate Foreign Relations Committee, cautioned that the E3’s timeline leaves little room for error. He noted that the Iranian regime is using its traditional tactics to delay action and prevent snapback from happening.

Ricketts also highlighted that American strikes on Iran had created an opportunity that could significantly alter the trajectory of the Middle East. “But that window will close unless we convince Iran that its nuclear weapons program will never be tolerated, period,” he said.

Iran has contested the legal basis for reimposing sanctions and has threatened to withdraw from the nuclear Non-Proliferation Treaty in response. Kazem Gharibabadi, Iran’s foreign minister, stated that the E3’s comments on the snapback mechanism lack any legal foundation. He pointed out that the nuclear deal has not been implemented by the Europeans since the U.S. left it in 2018, questioning how they can claim Iran is violating the agreement when they themselves have not upheld their commitments.

Tehran maintains that its nuclear program is solely for civilian purposes, despite a recent International Atomic Energy Agency (IAEA) report indicating that Iran had enriched uranium to 60% purity. Iranian officials have agreed to allow a technical team from the IAEA to visit in the coming weeks to discuss relations with the agency.

Ahead of the talks in Ankara, Senator Ricketts urged European allies not to ease pressure on Tehran. He mentioned rumors that discussions might focus on conditions under which the E3 would delay snapback. “But I stand today to urge our European friends to hold the line,” he said.
