Bowlby Launches Bid for Miller's Congressional Seat

A New Challenger Emerges in the 15th Congressional District Race
A new contender has entered the race for Illinois' 15th Congressional District, as Judy Bowlby of Riverton announces her bid to unseat incumbent Mary Miller. Bowlby held a news conference at Springfield's Old State Capitol State Historical Site, where she formally declared her intention to seek the Republican nomination. This marks a significant moment, as she becomes the first Republican to directly challenge Miller in the district.
Bowlby’s decision to run is rooted in her belief that the nation is deeply divided, a sentiment she ties to Abraham Lincoln’s famous “A House Divided” speech, which was delivered in the same chamber where she made her announcement. She argues that the current political climate is marked by a lack of cooperation between government officials, leaving many citizens feeling caught between extreme positions on the far right and far left. "I am just a middle-class person from the middle of the state trying to bring government together to solve the real problems that people face," she said during the press event.
Miller’s office did not respond to requests for comment, but Bowlby emphasized her motivation comes from observing various political events across the spectrum. She was particularly moved by individuals who brought handmade signs to rallies focused on issues like Social Security, Medicare, and financial security. "I looked into their eyes and what I saw was a variety of emotions — hurt, anger, frustration and fatigue," she shared. These experiences, she believes, have deepened her resolve to make a difference.
With nearly 30 years of experience as a government affairs lobbyist, including work on a task force for late Illinois Governor Jim Edgar, Bowlby brings a wealth of knowledge to the race. Though this would be her first time holding elected office, she points to her legislative experience as a key asset. "I've probably passed more bills than Mary Miller has at this point," she noted, highlighting her understanding of both Democratic and Republican perspectives.
If successful, Bowlby hopes to serve on committees related to agriculture and healthcare, two areas she believes are crucial to the 15th District. She also sees her background working with legislators as a valuable asset for the Republican Party. "My experience will be a huge benefit," she said.
Bowlby plans to differentiate herself from Miller by being more accessible to constituents. She aims to visit small towns within the district and engage directly with voters. Miller has faced criticism for skipping town hall meetings and focusing on issues that do not align with the needs of her district. Bowlby criticized her for not requesting earmark funds, which could have helped improve local infrastructure such as water systems and septic services. "I don't know how she goes back to her district and justifies not requesting that money," she said.
Miller has represented the 15th District since winning the 2020 general election against Democratic candidate Erika Weaver. She has maintained her position through subsequent elections, including a 2024 contest where she ran unopposed. With Bowlby now entering the race, the political landscape in the district is set for a potential shift.
