Ukrainian President Volodymyr Zelensky is set to return to the White House on Monday for a significant meeting, marking the first time since his controversial encounter with former President Donald Trump earlier this year. That incident caused a rift in relations between Kyiv and Washington, raising concerns about the impact on Ukraine's military efforts. This visit, however, will see Zelensky accompanied by several European leaders, who are coming together to support him as Trump appears eager to reach a final resolution to the war, regardless of the potential consequences for Ukraine.
Among those joining Zelensky at the White House are German Chancellor Friedrich Merz, French President Emmanuel Macron, British Prime Minister Keir Starmer, Italian Prime Minister Giorgia Meloni, Finnish President Alexander Stubb, and European Commission President Ursula von der Leyen. Additionally, NATO Secretary-General Mark Rutte will also be present. These leaders have formed what they call the "coalition of the willing," aiming to present a unified front between Europe and Ukraine. Macron emphasized the importance of showing strength in the face of Russia, stating that weakness today could lead to future conflicts.
The Crucial Meeting: Ceasefire or Final Deal?
The timing of Zelensky’s visit is critical as Ukraine continues its struggle against Russia's invasion. Russia has been making progress in the key region of Donetsk, and Trump recently emerged from a summit with Russian President Vladimir Putin more aligned with Moscow on several issues. Notably, Trump appeared to shift his stance, supporting a final deal to end the war rather than a ceasefire, which Zelensky and European leaders have advocated for.
Zelensky has consistently argued that a peace agreement cannot be reached without a halt in the fighting. He reiterated this point ahead of his meeting with Trump, emphasizing the need for a ceasefire before any final deal can be discussed. European leaders have backed Zelensky on this issue, with Poland's foreign ministry stating that negotiations cannot occur under the threat of bombs.
Security Guarantees and Land Swaps
One of the points of contention during the previous Oval Office meeting was the belief within the Trump administration that Zelensky was not being realistic about his ability to continue the war. The administration suggested he should agree to a ceasefire even without clear security guarantees. Zelensky's refusal to accept such terms led to tension, but he views these guarantees as essential to prevent another Russian invasion.
At the previous meeting, U.S. guarantees involved a deal that would provide American companies access to Ukrainian minerals. However, this seems to have shifted. Trump's envoy, Steve Witkoff, mentioned the possibility of offering "Article 5-like protection" to Ukraine, similar to the measure that triggers a military response from all NATO members if one is attacked. This development could address one of Zelensky's concerns, but it is far from the only issue.
Land Swaps and Territorial Disputes
The issue of land swaps has been a major point of contention between the U.S. and Ukraine. Trump has urged Ukraine to give up land in exchange for peace, suggesting that Kyiv would have to cede occupied territories. Zelensky has repeatedly rejected this, citing the Ukrainian Constitution, which states that its territory cannot be given away.
Recent reports indicate that Trump may have responded positively to a proposal from the Kremlin involving a land swap. According to Reuters, the offer included freezing most front lines in exchange for Ukraine ceding Donetsk and Luhansk. In return, Russia would withdraw from parts of Sumy and Kharkiv. Such a deal would require Zelensky to agree to give Russia land it has not captured, which he has firmly rejected.
Trump's positive response to the proposal has raised concerns among Zelensky and European leaders. Despite these challenges, the upcoming meeting aims to address key issues and seek a path forward for peace in the region.
