The Importance of Fair Redistricting
The process of redistricting is a critical component of democratic governance, ensuring that communities are represented fairly and that the voices of voters are heard. In California, the establishment of an independent redistricting commission marked a significant shift in how electoral boundaries are drawn. This move was driven by the desire to eliminate the influence of partisan interests and create a more transparent and equitable system.
In 2008, the Voters First Act introduced California’s Citizens Redistricting Commission, a body composed of individuals who reflect the state's diverse population. This initiative was supported by various good government groups, who believed that placing voters at the forefront of the redistricting process would lead to better outcomes for all citizens. I had the privilege of serving on the first commission two years later, and it was an experience that highlighted both the challenges and the rewards of creating fair maps.
The commission worked diligently to draw new maps with full transparency, allowing citizens to participate in the process through over 100 public meetings and multiple channels for submitting written comments. This level of engagement enabled voters to express their views on their communities, environments, infrastructure, and economies. As a result, the commission was able to create districts that gave residents a fair chance to elect representatives who were accountable to them.
This effort to ensure fair representation has made California’s commission a gold standard for redistricting. It operates free from partisan self-interest and is conducted in full public view. However, this model stands in stark contrast to the situation in Texas, where legislators are attempting to manipulate the 2026 election in favor of Republicans. This move, which is reportedly at the behest of former President Donald Trump, reflects a deep-seated fear among officials of losing power and a willingness to resort to unethical practices.
Governor Gavin Newsom has responded to these actions by threatening retaliatory mid-cycle redistricting in California. His proposal involves sidelining the independent commission and holding a special election to approve new maps drawn by legislators "just this once." While I, as a registered Democrat, would support replacing members of Congress who have failed in their duty to serve constituents and protect the Constitution, I believe this should not come at the expense of California’s Constitution or its voters, who have already mandated a fair and nonpartisan redistricting process.
Newsom argues that the actions of Texas Republicans call for a retaliatory strike. However, we have witnessed the chaos and mistrust that revenge politics can create in Washington. This is not the model of responsible government that Californians deserve. It is also not worth expending millions of taxpayer dollars to gamble on whether different congressional districts will produce the desired change.
The governor believes that if the American people are given a fair chance, a voice, and a choice, Democrats can take back Congress. In California, the people already have this opportunity through the independent redistricting commission. While maps are being drawn in California, it is essential for Newsom and legislative leaders to consider alternative responses to redistricting warfare.
Representative Kevin Kiley has proposed legislation to ban mid-decade redistricting nationwide. I am not sure what prompted Kiley, a Placer County Republican, to take this stance, but considering a national solution to a national problem would be a positive step forward. Californians should demand that Newsom and legislative leaders respect the will of the people and not sacrifice the independent redistricting commission or the state’s limited financial resources for short-term political gain.
