British Prime Minister Announces U.K. Recognition of Palestinian State by September
British Prime Minister Keir Starmer has declared that the United Kingdom will recognize a Palestinian state by September, provided Israel takes “substantive steps” to end the war in Gaza, halt annexations in the West Bank, and commit to long-term sustainable peace in the Middle East. This announcement comes amid growing pressure from within his Labour Party for the U.K. to formally acknowledge Palestine as a state.
Starmer emphasized that the decision is part of a broader effort to support a proper peace process, particularly the Two-State Solution. He stated that this moment is critical due to the current threat to the solution. “With that solution now under threat, this is the moment to act,” he said during a speech at Downing Street.
The timing of Starmer’s announcement coincided with a visit to the U.K. by former U.S. President Donald Trump. During their meeting, they discussed the situation in Gaza. Trump expressed that he did not mind Starmer taking a position on Palestinian statehood but claimed that Starmer did not inform him of Britain’s plans. Trump criticized the move, suggesting it would reward Hamas, the militant group responsible for the 2023 attack that triggered the conflict with Israel.
This declaration by Starmer adds to the international pressure on Israel regarding the worsening humanitarian crisis in Gaza. Food-security experts have warned that famine conditions are emerging in the region. In response, French President Emmanuel Macron announced that France would recognize Palestine at the U.N. General Assembly in September. However, Starmer’s statement was more cautious, leaving room for the U.K. to maintain its current stance on Palestinian statehood.
Israeli Prime Minister Benjamin Netanyahu responded to Starmer’s remarks, stating that the U.K.’s position rewards Hamas. The Israeli Foreign Ministry also criticized the moves by France and the U.K., arguing that recognizing Palestine would be detrimental to efforts to achieve a cease-fire and the release of hostages held by Hamas.
Starmer reiterated that Hamas must release all Israeli hostages. While Israel has allowed pauses in fighting to increase aid deliveries, U.N. officials have noted that the amount of aid is still insufficient. Starmer called for at least 500 trucks of aid to enter Gaza daily, but the current number is less than half that.
In addition to ground deliveries, the U.K., France, and Germany have begun airdropping aid over Gaza. Despite these efforts, the U.K.'s recognition remains largely symbolic, as most U.N. member states already recognize Palestine as a permanent observer state. European nations such as Spain, Ireland, and Norway have recognized Palestine, but none of the Group of Seven major economies have done so.
Advocates argue that the recognition could provide a significant symbolic and legal boost to the Palestinian push for independence. It may also lead to potential consequences for any attempts by Israel to annex parts of Palestinian territory. Additionally, it could allow a Palestinian state to take legal action against Israel through international courts.
However, opponents believe that Palestinian statehood should result from a full peace process. Last week, Trump downplayed France’s decision to recognize Palestine, claiming it would not change the situation on the ground. The Trump administration has also boycotted a high-level summit on Palestinian statehood organized by France and Saudi Arabia at the U.N. headquarters.
The British and French shifts present challenges for Germany, which has resisted calls for swift recognition of a Palestinian state. Germany’s historical ties with Israel have made it a key obstacle in European Union pressure on Israel. On Tuesday, Berlin again prevented a decision in Brussels to freeze Israel’s access to some EU research funds.
Starmer emphasized that the U.K. will assess whether the parties meet the required steps by September. “But no one should have a veto on our decision,” he stated.
