Nearly three years after a tragic mass shooting at a college-age house party in Chico, California, Savaun Marquez Fairbanks, now 19, made his first appearance in court to face adult criminal charges. Fairbanks was just 16 years old when the shooting occurred in September 2022. At that time, he was involved in an altercation at a house party on the 1500 block of 5th Street. According to reports, Fairbanks had been denied re-entry to the gathering and responded by firing several rounds through a front door window into the crowded home. The incident resulted in five people being injured, with one victim left permanently paralyzed and another suffering serious internal injuries.

Chico police received multiple 911 calls about the shooting and arrived at the scene to address the situation. The events led to a swift response from law enforcement, but it was only after a lengthy legal process that Fairbanks would be brought before a court for adult prosecution.

Legal Proceedings and Juvenile Court Ruling

The case initially proceeded through the juvenile justice system. However, the Butte County District Attorney’s office, led by Mike Ramsey, sought to transfer the case to adult court. They argued that the severity of the crime warranted adult prosecution, especially considering the harm caused to the victims and the potential danger posed by Fairbanks to the community.

In October 2023, following a series of hearings, the juvenile court determined that Fairbanks was unsuitable to remain in the juvenile system. The decision came after a thorough evaluation of his background, including his history of violent behavior and involvement with gang culture. Despite this ruling, Fairbanks’ legal team appealed the decision to the Third District Court of Appeals in Sacramento.

The appeals process was extended over time as Fairbanks’ defense team requested numerous extensions. However, in April 2025, the appeals court upheld the juvenile court’s decision. Subsequently, Fairbanks’ legal team sought review by the California Supreme Court, which declined to hear the case, effectively ending the appeals process and allowing the case to move forward in adult court.

Transfer to Adult Court and Current Status

Under California law, even the most serious offenses committed by minors must first be filed in juvenile court. Only after a court hearing can a juvenile be transferred to adult court. In recent years, legislative changes have made this process more challenging, but the District Attorney’s office moved forward with the effort in this case due to its gravity.

The transfer hearing took place over multiple days in 2023 and included testimony from various experts, including psychologists, juvenile hall staff, counselors, police detectives, and a gang expert from the Chico Police Department. Prosecutors presented evidence of Fairbanks’ history of violent and disruptive behavior, including incidents involving police dating back to when he was 14. Testimony also highlighted his identification with gang culture and his lack of remorse for the shooting.

Commissioner Kurt Worley presided over the transfer hearings and issued the ruling in October 2023. He acknowledged Fairbanks’ difficult upbringing, including family dysfunction, substance abuse, and negative peer influences. However, he ultimately concluded that Fairbanks had acted with clear intent and malice when he opened fire on the house party out of a sense of being disrespected.

Despite recent laws emphasizing keeping juveniles in the juvenile system, Commissioner Worley stated that the facts of the case and the danger Fairbanks poses to the community justified the transfer to adult court.

Current Developments and Next Steps

Fairbanks, who has been held at Butte County Juvenile Hall since his arrest, was brought to adult court on Wednesday, July 23, for arraignment. The case was continued to August 13, at 8:30 a.m., when he is expected to enter a plea and set dates for pre-trial hearings. He is now entitled to a jury trial.

After Wednesday’s proceedings, Fairbanks was remanded to the custody of the Butte County Sheriff and transferred to the county jail, where he will be held without bail. If convicted, he faces a possible sentence of life in prison.
