Secretary of State Marco Rubio emphasized that achieving a peace deal between Russia and Ukraine requires both sides to make concessions. He stated during an interview with ABC News' "This Week" co-anchor Martha Raddatz, "You can't have a peace agreement unless both sides give and get. You can't have a peace agreement unless both sides make concessions." According to Rubio, without mutual compromises, any agreement would essentially be seen as a surrender, which neither side is willing to accept.

Rubio highlighted that the United States has indeed asked Russian President Vladimir Putin for concessions. However, he noted that the Trump administration believes that imposing additional sanctions could halt negotiations. "The minute you levy additional sanctions, strong additional sanctions, the talking stops," he said. "At that point, the war just continues."

While the U.S. has already imposed severe sanctions on Russia, Rubio mentioned that there are concerns about escalating these measures further. "We may very well reach a point where everyone concludes, 'no peace is going to happen here, we're going to have to do more sanctions,'" he added. However, he warned that this approach could effectively end any chance of a negotiated settlement, which is the goal of all parties involved.

Security Guarantees and International Support

Rubio also addressed Ukraine's demand for security guarantees as part of a potential peace deal. He called the request "very reasonable," noting that Ukraine seeks assurances that it will not face another invasion in the future. "That's something we're working on," he said. "And that's something the Russian side has to understand, obviously, is that as a sovereign country, Ukraine has a right, like every sovereign country, to enter into security alliances and agreements with other countries."

Despite Russia's opposition to Ukraine's security demands, Rubio stressed that the U.S. supports Ukraine's position. This stance aligns with broader international efforts to ensure Ukraine's long-term stability and security.

Trump’s Position and Diplomatic Efforts

Rubio confirmed that President Donald Trump's position on the conflict in Ukraine has not changed since his recent summit with Putin. He reiterated that Ukraine's involvement is crucial for any peace agreement. "I don't think his mind has changed at all," Rubio said. "If this whole effort doesn't work out, then there is going to have to be additional consequences to Russia. But we're trying to avoid that by reaching a peace agreement."

He acknowledged that while progress has been made, the U.S. is not yet at the edge of a peace agreement. "We're not at the precipice of a peace agreement," he said. "But I do think progress was made."

Trump had previously expressed his desire for an immediate ceasefire and warned of consequences if it did not occur. However, following the summit, former National Security Adviser Jake Sullivan criticized the meeting, stating that its goals were not achieved. "President Trump’s stated goals were very simple, get an immediate ceasefire, and in the absence of a ceasefire, impose what he called severe consequences," Sullivan said. He argued that Putin succeeded in keeping the war going without facing additional economic pressure from the U.S.

Differing Views on Sanctions and Leverage

Sullivan disagreed with Rubio's perspective on sanctions, suggesting that increasing them could provide the U.S. with greater leverage. "From my perspective, part of the reason that Putin came to Alaska is because he's worried about the possibility of pressure," he said. "If President Trump were prepared to escalate sanctions, squeeze Putin harder, I believe it would give him leverage to bring this war to an end more rapidly."

Despite these differing opinions, Rubio emphasized the importance of including both leaders in any peace talks. "You're not going to reach a ceasefire or a peace agreement in a meeting in which only one side is represented," he said. "That's why it's important to bring both leaders together, and that's the goal here."

Transparency and Negotiation

Rubio also mentioned that details of Trump's meeting with Putin will not be disclosed. He stressed that peace negotiations should not be conducted through leaks or misinformation. "These peace agreements and negotiations — they don't work when they're conducted in the media, either through leaks or through lies," he said. This statement underscores the delicate nature of diplomatic discussions and the need for confidentiality to maintain trust between parties.
