A shooting occurred at Frank’s Lounge in North Chicago, where a gunman armed with a rifle critically injured a victim before being shot by a bystander. Surveillance footage from the parking lot captured Brown wearing a white t-shirt before he walked to his car and changed into a black shirt. He was seen walking toward the victim and another individual who had just exited the lounge.
Brown was reportedly wearing a face mask and holding a rifle when he approached the victim. The video showed him lifting the rifle and firing in the direction of the victim, who was shot in the chest and collapsed. The victim had a gun in his possession, which fell to the ground after he was shot. A companion picked up the gun and returned fire, forcing Brown to duck behind his car and flee in the passenger seat.
Brown then crashed his vehicle on Green Bay Road in Waukegan and fled on foot. Police later found blood in the car and recovered a rifle near the crash site. It was later discovered that Brown had been admitted to a hospital in Pleasant Prairie, Wisconsin, with a gunshot wound.
Motive and Prior Criminal History
Facklam stated that investigators learned of an earlier incident involving Brown and the victim, where the victim had punched Brown. Based on this, prosecutors believe Brown targeted the victim in retaliation. The defendant’s actions—changing clothes, retrieving a rifle, and waiting for the victim to leave the lounge—suggest premeditation.
Prosecutors argue that Brown poses a threat to the victim, witnesses, and the community. They emphasized that Brown fired a rifle in a crowded parking lot, endangering others. While the victim also had a gun, Facklam stressed that Brown was the aggressor, as he went to his car, changed clothing, wore a mask, and waited for the victim to exit the lounge.
Legal Background and Current Status
Brown had a failure to appear warrant for two pending felonies in Lake County, related to burglary, looting, identity theft, theft, and unlawful use of a credit card. He was also charged with domestic battery, violation of an order of protection, battery, felony theft, and felony fleeing and eluding. In addition, he has a pending misdemeanor case in Wisconsin for obstructing an officer, criminal trespass to dwelling, and possession of THC.
After being released from the hospital, Brown was held in Milwaukee County Jail. He waived extradition and was transferred back to Lake County on Tuesday. At a detention hearing, prosecutors filed a petition to detain Brown pending trial, citing the pre-planned nature of the shooting and its location in a crowded area. Judge Michael Nerheim granted the petition, and Brown remains in Lake County Jail. He is scheduled to appear in court again on September 4 for a preliminary hearing.
