The Case of Maranda Dover: A Tragic Shooting and Ongoing Legal Proceedings

The tragic death of Maranda Dover, a young mother, has led to multiple legal proceedings in Savannah, Georgia. The incident occurred on April 10, 2022, at a mobile home park in the 800 block of Quacco Road when she was shot and killed while inside a car. The case has involved three suspects, with the first one receiving a court sentence.

Ruben Luke Rios: Guilty Plea and Sentencing

Ruben Luke Rios was the first of the three suspects to be sentenced. He pleaded guilty to two counts of tampering with evidence after reaching a plea deal. According to his attorney, Jonah Pine, Rios was involved in a situation where a friend of his was robbed at gunpoint. Rios then drove the victim of that robbery and another individual to confront the people responsible for the armed robbery. This led to a shootout between a passenger in Rios’ vehicle and someone from the other vehicle who was with the pregnant victim of the case.

Pine explained that there was no evidence showing that Rios knew the person he was taking had a firearm, although a witness suggested otherwise. Despite this, Rios agreed to reduced charges and was sentenced to seven years, with three years to serve and the remaining four years on probation. The time will run concurrently, meaning he will effectively serve four years of probation. However, due to an ICE hold, Rios will not be released immediately, and it is now up to immigration authorities to decide whether he will be deported.

Juan Jacobo Lopez: Still at Large

The second suspect, Juan Jacobo Lopez, is still being sought by Chatham County Police. He is charged with felony murder and aggravated assault for allegedly shooting and killing Maranda Dover. Lopez was reportedly in the same car as Rios during the incident. Authorities have been actively searching for him for several months, and no updates have been provided on his current status.

Dwayne McCloud: A History of Violence

The third suspect, Dwayne McCloud, is accused of robbing Rios and Lopez. According to the indictment, Rios and Lopez chased McCloud’s vehicle, which led to the exchange of gunfire in which Maranda Dover was fatally shot. McCloud faces multiple charges, including two counts of felony murder, armed robbery, and possession of a firearm by a convicted felon.

McCloud’s possession charge stems from his involvement in a 2011 murder case. In that case, John Green, a 78-year-old man, was robbed and shot outside Chu’s Convenience Store in January 2011. Due to a lack of witnesses, McCloud and co-defendant Darrell Golden accepted plea deals that reduced the murder charges, and both served five years in prison.

McCloud’s hearing was originally scheduled for Wednesday but has been moved to September. He is currently represented by a public defender, and no further details about his case have been released.

Ongoing Investigations and Future Steps

WTOC will continue to follow the developments in the remaining two cases. As the legal process unfolds, the community remains concerned about the fate of those involved and the justice that should be served for Maranda Dover’s tragic death.

The case highlights the complex nature of criminal investigations, especially when multiple individuals are involved and past crimes come into play. As the courts work through these matters, the impact on families and the broader community continues to be felt.
