Surge in Arrests of Criminal Illegal Foreign Nationals in Houston

Over the past six months, U.S. Immigration and Customs Enforcement (ICE) officers have made a significant impact in the Houston area by arresting more criminal illegal foreign nationals with child sex offense convictions or charges than they did throughout the entire 2024 fiscal year. This surge highlights an intensified focus on removing dangerous individuals from communities.

According to ICE, officers working with multiple federal partners have arrested 214 illegal foreign nationals in the Houston area who were either charged with or convicted of child sex offenses. This number surpasses the total arrests made during the entire 2024 fiscal year, which was 211. The increase is attributed to a coordinated, whole-of-government approach that has led to the formation of multiagency targeting teams across different areas of responsibility.

Paul McBride, acting Field Office Director for ICE Enforcement and Removal Operations in Houston, emphasized the importance of this collaboration. “Bringing together the resources and expertise of the entire federal law enforcement community has resulted in the arrest and removal of historic numbers of violent criminal aliens, transnational gang members, and child sex offenders,” he said. “While we still have a long way to go to truly get this crisis under control, the strides we have made in just six months to make our local communities safer are substantial.”

Notable Arrests and Deportations

Among those arrested are several Mexican nationals who had previously been deported. These individuals, all men residing in the U.S. illegally, were identified due to their criminal histories involving child sex offenses. For example:

  • Jesus Gutierrez Mireles, a 67-year-old Mexican national, was previously deported three times. His criminal record includes aggravated sexual assault of a child and driving while intoxicated.
  • Jorge Zebra, a 48-year-old Mexican national, was convicted of two counts of aggravated sexual assault of a minor and sexual indecency with a minor.
  • Jose Guadalupe Meza, a 40-year-old Mexican national, was previously deported four times. His convictions include theft and sexual assault of a child.
  • Sergio Rolando Galvan Guerrero, a 45-year-old Mexican national, was previously deported three times. He has a history of DWI and aggravated sexual assault of a child.

In addition to these arrests, a group of 142 Mexican nationals were deported from the Houston area last month. Their combined 472 convictions included child sex crimes, human trafficking, and human smuggling, among other violent offenses.

Continued Efforts and Expanding Operations

The momentum has continued in recent months. In May, ICE ERO Houston agents removed more than 500 violent convicted criminals. In April, 174 individuals were deported to Mexico, with 600 convictions between them. In June, over 1,326 individuals were arrested in the Houston area, including 32 convicted of child sex offenses, nine of homicide-related offenses, 16 linked to transnational gangs or drug cartels, and one convicted of hijacking an airplane.

These operations involve collaboration with various federal agencies, including the FBI, ATF, DEA, U.S. Customs and Border Protection, the Diplomatic Security Service, and the U.S. Marshals Service. Additionally, ICE works within Homeland Security Task Forces led by ICE Homeland Security Investigations-Houston and FBI-Houston, focusing on southeast Texas.

Houston as a Major Hub for Criminal Activity

Houston, the largest city near the U.S.-Mexico border, is a critical point of entry for criminal activity. It serves as a major trafficking hub, with connections to other key cities such as Dallas, Chicago, Atlanta, Los Angeles, New York, and Miami. Law enforcement officials have noted that people, weapons, and drugs can quickly move through the region.

Douglas Williams, Special Agent in Charge of the FBI in Houston, highlighted the significance of the new task force. “For the first time, law enforcement and intelligence agencies are focused on hunting down and eradicating transnational criminals within Houston communities,” he said. “Federal, state, and local police will coordinate with the U.S. Intelligence Community and overseas partners to efficiently eliminate newly designated terrorists wreaking havoc in our neighborhoods.”
