Alleged Unauthorized Surveillance at Local Ice Cream Shop

A man from Buffalo Grove, who owns an ice cream shop in DuPage County, has been arrested for allegedly secretly recording children while they were naked in a restroom at his establishment. The incident has raised serious concerns about privacy and safety in public spaces.

The Addison Police Department received an anonymous complaint earlier this month regarding suspicious activity at Flavor Frenzy, located on West Lake Street in Addison. The complainant reported that there appeared to be a fake wall electrical outlet in the shop’s restroom. This led to further investigation by law enforcement.

An undercover officer from the Addison Police Department visited Flavor Frenzy after the complaint was made. During the visit, the officer observed what appeared to be an outlet in the bathroom with a small black lens in one of the receptacles. This lens was positioned to capture parts of the restroom, including a urinal, according to prosecutors.

Following this discovery, a search warrant was obtained, and officers removed the fake outlet. They found a camera inside that had recording capabilities. Investigators determined that Steven Weisberg, 58, who owns the ice cream shop, had installed the camera several years ago. Prosecutors stated that he could access and save the video footage from the camera on his laptop and cell phone.

After conducting a search at Weisberg’s home and the ice cream shop, investigators discovered 11 videos in his phone’s deleted folder. These videos depicted six different individuals, including at least three female employees at Flavor Frenzy, using the restroom. One video showed a female employee trying on different Flavor Frenzy T-shirts, with her chest completely exposed throughout the video.

Detectives identified the female in the video as a 16-year-old employee at the shop. Prosecutors said Weisberg had asked the girl to try on and model different T-shirts for the business. She had to use the shop’s bathroom to change into the T-shirts.

In addition, detectives found two more videos on Weisberg’s phone featuring other female employees, one of whom is a minor, at various stages of undress, exposing their buttocks and sex organs. Following these findings, the Addison Police Department arrested Weisberg on Friday afternoon.

Since Weisberg’s arrest, four additional minor female employees have come forward to the Addison Police Department. They reported that Weisberg had asked them to model T-shirts. According to prosecutors, the employees said he told them to remove their bras for the photos so that there would be no bra outline in the photos.

Weisberg faces charges including two counts of production of child pornography, a Class X felony, and two counts of unauthorized video recording, a Class 3 felony. The allegations against him have sparked outrage among local officials.

DuPage County State’s Attorney Robert Berlin expressed strong condemnation of the alleged actions. He stated that the secret video recording of young girls should send a chill down the spine of every individual. Berlin commended the Addison Police Department for their quick response and thorough follow-up investigation.

He also thanked Assistant State’s Attorneys Jaclyn McAndrew and Grace Barsanti for their efforts in protecting children from potential harm. DuPage County Judge Susan Alvarado granted a petition to detain Weisberg in custody pending trial.

Addison Chief of Police Roy Selvik emphasized that Weisberg allegedly created an environment where children should have felt safe and secure. Instead, he betrayed their trust and the trust of the entire community in a disturbing manner. The police department is continuing its investigation to find additional victims and provide necessary support, including social services.

Anyone with information related to the case is urged to contact the Addison Police Department at 630-543-3080. Weisberg is scheduled to appear in court again on September 15.
