Herzog Claims Israel Acts 'In Accordance With International Law' in Gaza

President Herzog's Visit to Gaza and Commitment to International Law

President Isaac Herzog made his first visit to the Gaza Strip since the Hamas-led attack on October 7, 2023. During his trip, he emphasized that Israel is operating in accordance with international law, particularly when it comes to the distribution of humanitarian aid. Herzog stated, “We are acting here in accordance with international law, we are providing humanitarian aid in accordance with international law.” He further noted that those attempting to obstruct this aid are Hamas and its operatives, who are willing to take extreme measures to prevent the dismantling of infrastructure that could threaten Israeli civilians.

This visit marks a significant moment for Herzog, as it is his first time setting foot in the territory since the start of the conflict. While Prime Minister Benjamin Netanyahu and other senior officials have previously visited the area, Herzog’s presence highlights the ongoing efforts to address both military and humanitarian concerns in the region.

During his visit, Herzog was shown sites operated by the Gaza Humanitarian Foundation (GHF), an aid distributor backed by both Israel and the United States. The foundation has been a focal point of controversy, with allegations from various international groups and world leaders that Israel is restricting aid to the starving population in Gaza. Additionally, there have been reports of casualties at GHF sites, which Israel has contested, claiming that the death tolls are inflated.

Despite these criticisms, Herzog defended the efforts of the Israeli military in delivering aid. In a statement, he said, “I was briefed on extensive efforts to ensure humanitarian aid reaches the people of Gaza — despite the danger, despite the pain of knowing our hostages are still held in brutal captivity.” He reiterated Israel’s commitment to international humanitarian law, stating, “Even in the midst of war, we are doing everything possible to help civilians in need — in keeping with international law, and our Israeli and Jewish values.”

Military Briefing and Hostage Release Efforts

Herzog also met with military commanders, including Maj. Gen. Yaniv Asor, head of the Israel Defense Forces Southern Command, and Brig. Gen. Yoav Brunner, commander of the 99th Division. He addressed the soldiers, emphasizing the importance of freeing the 50 hostages still held by Hamas. Herzog stated that increased military pressure has created a better chance for a ceasefire agreement to release some of the hostages, which has been under negotiation in Qatar.

“There are currently intense negotiations underway, thanks to your actions and those of everyone fighting in the Strip,” he said. “You are the ones who will bring our hostages home.”

Herzog praised the reservists serving in Gaza, many of whom have participated in multiple tours since the October 7 attack. He acknowledged their sacrifices, saying, “When I see you up close, it’s clear everything you do is to protect Israel’s citizens, defend the Gaza border communities, and safeguard the country. You leave behind work and family without hesitation.”

Addressing Ultra-Orthodox Enlistment and Military Lessons

In addition to meeting with regular troops, Herzog met with commanders from the Netzah Yehuda Battalion, a unit composed of ultra-Orthodox soldiers. He spoke about the changes happening within the Haredi community and urged support for these developments. Using a Hebrew idiom, he said, “I want everyone to get under the stretcher,” meaning that every member should contribute to the effort.

Herzog also met with female lookout and combat intelligence soldiers from the 414th Battalion. Following the October 7 attack, there were reports that senior commanders ignored warnings from young female surveillance soldiers. However, Herzog noted that the IDF has learned from these experiences. He asked the soldiers if they felt their voices were being heard, and one female soldier responded that communication had improved significantly since the attack.

While the president reaffirmed Israel’s adherence to international law, the challenges of humanitarian aid distribution, hostage negotiations, and internal military reforms continue to shape the ongoing conflict.
