The Student Freedom Pass Initiative was first introduced in 2016 as a pilot program aimed at increasing youth engagement with public transit. Over the past nine years, the program has expanded significantly, offering free or discounted passes to high school students across six cities in the Hampton Roads region.

This initiative has made a meaningful impact on thousands of students, allowing them to travel independently and confidently. By providing access to transportation, the program helps students attend school regularly, participate in extracurricular activities, and even access job opportunities or community resources.
