Whistleblower Accuses UNRWA of Misconduct in Gaza Operations

A whistleblower has made serious allegations against the United Nations Relief and Works Agency (UNRWA), claiming that senior officials allowed Hamas-affiliated entities to influence staffing decisions and obstruct internal investigations. These accusations, reported by Fox News, have raised concerns about the agency’s integrity and operations in the Gaza Strip.

According to a confidential complaint obtained by Fox News, a former UNRWA employee alleged that representatives from other aid organizations, such as the World Food Programme (WFP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA), repeatedly ignored concerns about potential ties between UNRWA staff and Hamas. In some cases, these representatives allegedly hindered oversight efforts, undermining the agency’s ability to maintain transparency.

The whistleblower stated that the agency’s leadership "systematically undermined" UN oversight mechanisms by refusing to approve routine investigations. This, they claimed, was done to avoid political fallout. The complaint also highlighted that Hamas representatives were permitted to "vet and approve" candidates for employment within the Gaza Strip. In one instance, a candidate was reportedly hired as a school principal despite having previously been rejected due to suspected affiliations with a terrorist organization.

Influence and Alleged Complicity

The complaint further alleged that the decisions of some UNRWA members, as well as those of other aid organizations, were influenced or directed by members of Hamas. According to the document, "In several instances, UNRWA management had knowledge of, or even encouraged, such conduct."

Internal emails and records cited in the report suggest that requests for investigations were often stalled or dismissed. The whistleblower warned that failing to address these patterns would continue to jeopardize the agency’s neutrality and credibility. The individual emphasized that without meaningful reforms, the agency risks becoming complicit in enabling extremist activities under the guise of humanitarian aid.

UNRWA responded to the allegations, denying them outright and reaffirming its commitment to impartial humanitarian assistance. A spokesperson for the agency stated, "UNRWA categorically rejects these allegations and reiterates its commitment to impartial humanitarian assistance." However, the claims come amid growing international concerns about Hamas infiltration of UNRWA, particularly following the October 7 attack on Israel.

Ongoing Scrutiny and Controversy

In the aftermath of the attack, Israel accused several UNRWA employees of direct involvement in the assault. The agency later terminated the contracts of 12 staff members and launched an investigation. The whistleblower’s complaint was filed in the weeks following the attack, adding to the pressure on the UN body, which has faced scrutiny from Israeli officials and donor countries over its operations in the Gaza Strip.

The Israel Security Agency (Shin Bet) and the IDF have previously reported instances where Hamas used civilian infrastructure, including UN facilities, to store weapons or plan attacks. However, the UN has consistently denied any institutional involvement.

Despite ongoing conflict and criticism, UNRWA has resumed its operations in parts of the Gaza Strip. The agency stated that it continues to rely on "thousands of brave staff who risk their lives daily to serve civilians." However, the whistleblower expressed doubt about the agency’s ability to reform from within. They wrote, "Unless real accountability is enforced, we will continue to be complicit in enabling extremism under the guise of neutrality."

Fox News confirmed that the complaint had been forwarded to relevant UN departments, but as of the report’s publication, no formal action had been publicly announced. The allegations have sparked renewed debate about the role of international aid agencies in conflict zones and the challenges of maintaining neutrality in politically charged environments.
