A Call for Action: Designating Russia as a State Sponsor of Terrorism
Senator Lindsey Graham, a close ally of former President Donald Trump, has taken a strong stance on the ongoing issue of Russian abductions of Ukrainian children. He has vowed to push for bipartisan legislation that would designate Russia as a state sponsor of terrorism if the country does not return the thousands of children it has allegedly taken during its brutal war against Ukraine.
The situation involves over 20,000 Ukrainian children who have been reportedly abducted and placed in adoption programs, with the aim of raising them as Russians. Some Ukrainian officials estimate the number to be as high as 35,000. This alarming trend has raised serious concerns about Russia’s long-term strategy to reshape Ukraine into a Russian sphere of influence.
Graham emphasized his commitment to ensuring the return of these children, stating, “I intend to push the return of these children until I can’t push anymore.” He warned that if Russia fails to return the children, he will push for legislation that would label Russia as a state sponsor of terrorism under U.S. law. Such a designation, he argued, would make Russia “radioactive” in the international community.
The kidnapping of Ukrainian children appears to be part of a broader strategy by Russia to weaken Ukraine’s national identity and integrate it into its own political and cultural framework. In some cases, these children have even been sent to the battlefield to fight against their own country, according to reports from Kyiv and various non-governmental organizations.
As tensions continue to escalate, the White House has reiterated its concern over the mass abduction of Ukrainian children. During a recent meeting between President Trump and Russian President Vladimir Putin, the White House highlighted that this issue remains a significant concern. Although Trump handed Putin a letter from the First Lady urging peace and emphasizing the impact of war on children, he did not explicitly address the kidnapping issue.
Graham believes that labeling Russia as a state sponsor of terrorism is essential to hold the country accountable for its actions. He argued, “They should be a state sponsor of terrorism, Russia, until they return the children. So any peace deal must include the return of the kidnapped children by Russia to Ukraine.” He stressed that without this condition, the end of the war would not be just.
In addition to his efforts to pass legislation, Graham has introduced a bipartisan sanctions bill alongside Senator Richard Blumenthal. The bill has garnered support from 85 co-sponsors. However, Trump has expressed interest in taking a more unilateral approach, focusing on secondary tariffs and sanctions against Russia rather than the proposed bill.
Graham suggested that the way to end the war is to make Russia believe that continuing the conflict will lead to the destruction of its fossil fuel economy. While he expressed trust in Trump's judgment regarding the timing of the sanctions bill, he remained cautiously optimistic about reaching an end to the war.
Looking ahead, Trump is set to welcome Ukrainian President Volodymyr Zelensky to the White House and will also meet with a group of European leaders who support Ukraine. These meetings underscore the continued international focus on resolving the conflict and addressing the humanitarian crisis caused by Russia's actions.
