Ramos also discussed the phenomenon of "bystander empathy," where individuals witness someone with a weapon in a public space but fail to report it to emergency services. He expressed disappointment in this behavior, noting that it can have serious consequences.

The investigative process involves close coordination between different police departments. When the NYPD determines that a suspect has ties to another city, they reach out to the local police department for assistance. According to Ramos, this typically involves assigning a few officers to help with the investigation. These officers are responsible for securing the suspect’s residence, ensuring there are no additional victims, and waiting for a search warrant before proceeding with further actions.
Ramos explained that NYPD officers often travel to other cities to assist in the search of a suspect's home and to gather relevant information. “New York will get a search warrant based on the incident,” he said. “They send that search warrant to our guys, and those guys will use that search warrant as an attachment for the probable cause on the search warrant issued here for that house that they're going to.”
Joint Efforts and Professional Cooperation
The relationship between the NYPD and LVMPD is characterized by mutual respect and cooperation. Ramos noted that while the NYPD typically leads the investigation, LVMPD plays a critical role in supporting their efforts. “It's a joint effort, I would say it's a 50-50 effort, but then again, this is New York's deal, and they'll be the ones calling the shots.”
This collaboration ensures that all necessary steps are taken to gather evidence and secure the scene. If any actions require the jurisdiction of LVMPD, their officers will follow through with those tasks.
Comprehensive Background Checks and Digital Footprints
Investigators are conducting a thorough background check on the suspect, including examining how he obtained his concealed carry weapon (CCW) from Metro and identifying which range he attended. “They're going to dig up everything they can on this guy's history,” Ramos said. “This includes all his digital footprint, every device that they find in that house, friends, neighbors, relatives will all be interviewed, and they'll spend quite a bit of time here.”
The investigation is expected to take significant time and resources, as authorities aim to uncover every possible detail about the suspect’s life and activities. The goal is to determine if there were any warning signs or patterns that could have been identified earlier. As the investigation continues, the focus remains on understanding the circumstances surrounding the tragic event and preventing similar incidents in the future.
