When Ukrainian President Volodymyr Zelensky arrives in Washington, D.C., for discussions with President Donald Trump this week, he will be accompanied by several European leaders. The meeting is expected to be significant, given the recent summit between Trump and Russian President Vladimir Putin, which has raised concerns about the potential impact on Ukraine.
During a Sunday appearance on CBS News' "Face the Nation," Secretary of State Marco Rubio denied that the European officials accompanying Zelensky were there to prevent him from being pressured into an unfavorable agreement. The discussion comes six months after a previous Oval Office meeting between Zelensky and Trump, which ended in a heated argument. At that time, Trump and Vice President Vance accused Zelensky of disrespect.
Zelensky emphasized the importance of European involvement in ensuring reliable security guarantees alongside the United States, as outlined in a statement following a phone call with Trump and various NATO leaders. Security guarantees are considered one of Ukraine's fundamental demands, although the specifics of how they will be structured remain unclear.
Zelensky also highlighted the need for security measures to be effective in practice, similar to NATO’s Article 5, which states that an armed attack against one member should be considered an attack against all. U.S. special envoy Steve Witkoff mentioned during a Sunday interview on Fox News Sunday that Putin had agreed to "robust security guarantees" during the Alaska summit. He noted that the U.S. might be prepared to offer Article 5-like security guarantees directly from the United States and other European countries, rather than through NATO.
Notable Attendees at the Meeting
NATO Secretary General Mark Rutte, the former Dutch Prime Minister, will be present at the meeting. Rutte recently visited the White House to rally support for Ukraine. During that visit, Trump announced plans to send billions of dollars worth of military equipment to NATO allies, with those countries covering the costs. Rutte expressed hope that this would allow Ukraine to receive a massive supply of weapons.
Ursula von der Leyen, the President of the European Commission, will also attend the talks. She recently negotiated a trade deal with the U.S. and pledged her support for Zelensky, emphasizing that defending Europe is primarily Europe’s responsibility. She also reiterated the EU’s commitment to supporting Ukraine’s path toward membership.
German Chancellor Friedrich Merz will travel to Washington to discuss peace efforts, security guarantees, and further support for Ukraine. Germany has already committed €5 billion in military aid to Ukraine, and Rutte recently thanked them for funding a package of U.S. military equipment for the country.
Finnish President Alexander Stubb confirmed his attendance at the meeting. He emphasized the strengthening of the common position between Europe and the U.S. and highlighted the continued joint efforts with Ukraine. Stubb has developed a relationship with Trump, described by Senator Lindsey Graham as a bridge between Europe and the U.S.
Italian Prime Minister Giorgia Meloni is also set to attend the talks. In a recent statement, she expressed hope for progress in peace discussions and stated Italy's willingness to contribute. French President Emmanuel Macron, who will also be present, called for a united front among European leaders and warned that showing weakness could lead to future conflicts.
British Prime Minister Keir Starmer will join the discussions. Trump previously threatened a new deadline for Putin to agree to a ceasefire during a meeting with Starmer. In a recent statement, Starmer acknowledged progress but stressed that further talks involving Zelensky are essential for achieving peace in Ukraine.
These high-level discussions highlight the complex dynamics at play as world leaders work to address the ongoing conflict in Ukraine and seek a path toward stability and security.
