Key Initiatives to Strengthen California’s Thoroughbred Breeding Industry
The California Thoroughbred Breeders Association (CTBA) has unveiled a series of innovative programs aimed at revitalizing the state’s Thoroughbred breeding industry. These initiatives come at a pivotal moment as the sector faces evolving challenges and opportunities. With a focus on fostering growth, enhancing quality, and supporting breeders, the CTBA is taking proactive steps to ensure the long-term success of California’s equine community.
Flagship Foal Incentive Program
One of the most significant programs launched by the CTBA is the Flagship Foal Incentive Program. This initiative targets mares bred in 2026 with foals expected in 2027. Under this program, breeders will receive $1,000 for each foal registered as a Cal-Bred, with a maximum of 25 foals per breeder. The financial support is designed to help offset breeding costs and encourage more participation in the Cal-Bred program. Payments will be issued once the CTBA receives a Cal-Bred application and the registration papers from the Jockey Club by December 31 of the foal’s yearling year. Only the breeder of record, who must be a CTBA member in good standing, will receive the payment.
Waived Registration Fees for Foals
In addition to the incentive program, the CTBA is waiving the $100 foal registration fee for members in good standing. This benefit applies to foals born in 2025, 2026, and 2027, provided they are registered as Cal-Breds. When combined with the foal incentive program, a CTBA member-breeder can receive up to $1,100 for each foal born in 2027. This move is intended to reduce financial barriers and encourage broader participation in the Cal-Bred program. While the Cal-Bred application is still required, the elimination of this fee makes it more accessible for breeders to register their horses.
Pilot Program for Broodmare Quality Enhancement
To further elevate the genetic quality of California’s broodmares, the CTBA is launching a pilot program focused on broodmare enhancement. This initiative offers reimbursement for transportation expenses for mares purchased at out-of-state public auctions, provided they meet specific criteria. Mares must have been purchased for $20,000 or more and be 12 years old or younger. Breeders can receive up to $3,000 in reimbursement after proof that the mare has been bred back to a California stallion. This benefit is limited to five mares per breeder per year and requires the mare to be in foal, bred back to a California stallion, and the beneficiary to be a CTBA member in good standing.

By offering financial incentives, reducing costs, and promoting the acquisition of high-quality broodmares, the CTBA is laying the groundwork for a more competitive and sustainable industry. The initiatives are expected to attract new breeders, increase foal registrations, and improve the overall quality of Cal-Breds.
