New Rules for Fan Behavior at CHAN 2024
The Confederation of African Football (CAF) has issued a comprehensive list of items that are strictly prohibited from being brought into stadiums during the 2024 African Nations Championship (CHAN). These regulations aim to ensure the safety and security of all attendees, as well as maintain order throughout the event.
One of the key actions taken by CAF was imposing a fine of Ksh2.5 million on the Football Kenya Federation (FKF) following a match between the Harambee Stars and DR Congo. The decision came after multiple security breaches were reported during the game. These incidents included an unauthorized stampede at entry Gate 11, security lapses in restricted Public Security Areas (PSA), fans igniting fires inside the stadium, and motorbikes dangerously navigating through the crowd.
Prohibited Items and Substances
Fans attending the matches are not allowed to carry any firearms or weapons, whether real or replica. This includes anything that can shoot, harm, or resemble a weapon. Additionally, explosives, detonators, and ignition devices are also banned.
Other restrictions include:
- Helmets of any kind, including those used for motorcycles, construction, or sports
- Fireworks, flares, pyrotechnics, smoke bombs, gas canisters, and combustible materials
- Toxic and pungent substances, hazardous chemicals, radioactive materials, and irritant gas canisters
- Paints, flammable substances, breakable pressurized containers, bottles, cans, closed containers, and large items
- Powdery substances like flour or similar fine materials that can cause irritation
Restrictions on Food, Electronics, and Banners
CAF has also placed limits on what fans can bring into the stadium. Commercially packaged food from outside is not allowed, except for food purchased within the stadium or for medical needs and infants.
Electronic, musical, and telecom equipment that could interfere with signals or disrupt broadcasts, IT systems, or technology is also prohibited. Noise-making devices such as vuvuzelas, megaphones, whistles, loudspeakers, and drums are not permitted either.
Political banners, flags, or any other materials that promote politics, race, gender, religion, nationality, or personal identity are strictly banned. This rule applies to all spectators entering the stadium.
Role of the Sports Ministry
The Ministry of Sport has emphasized the importance of adhering to CAF’s regulations. Hosting CHAN 2024 is a significant achievement for Kenya, and it comes with strict requirements regarding fan behavior, security, and crowd management. Any breach—whether inside the stadium, at entry points, or around the venue—can lead to sanctions from CAF.
The ministry highlighted that this tournament is an opportunity for Kenya to demonstrate its capability to host major international events. CAF is closely monitoring everything, not just the performance on the pitch but also how fans conduct themselves.
The government has invested heavily in upgrading stadiums to meet the standards required for hosting AFCON. However, poor fan behavior could send the wrong message to CAF and undermine the progress made.
Group A Standings and Upcoming Matches
In Group A, Morocco and Kenya are leading with three points each after winning their opening games. Zambia will face DR Congo in their first match, which took place on August 7 at 4 pm. Kenya will play against Angola at Kasarani Stadium at 7 pm for their second match.
Morocco will take on Zambia on August 14, while Angola will clash with DR Congo. The group stages will conclude on August 17 with matches between DR Congo and Morocco.
Financial Incentives for Kenyan Team
Kenya is under pressure to qualify for the knockout stages, as the team is aiming to secure the Ksh600 million prize money promised by President William Ruto. The Kenyan players and technical staff received Ksh1 million each after winning their opening match. A victory against Angola would earn them another Ksh1 million, helping them prepare for upcoming matches against Morocco and Zambia.
