A tragic incident at a paper manufacturing facility in Daejeon has sparked renewed concerns about workplace safety and corporate responsibility. On July 16, a worker in his 30s was found dead inside an operating machine at the Hansol Paper factory in Daedeok District. The death has led to a comprehensive investigation by authorities, as well as public outrage over the company’s safety practices.
The incident occurred around 3:30 p.m., but the company only became aware of it nearly nine hours later when the worker’s wife reported that he had not returned home. Police were called to the scene and used mobile phone tracking to locate the worker on the factory grounds. CCTV footage revealed that the man had fallen into the machine through an access opening while working on a pulp-making tank.
Despite the presence of co-workers at the time, none of them witnessed the accident. They later told police that they assumed the victim had already clocked in as their shift change approached. Following the incident, the Daejeon Metropolitan Police Agency and the Ministry of Employment and Labor conducted a raid on both the headquarters and the Daejeon factory on Wednesday. Authorities are investigating whether there were violations of the Industrial Safety and Health Act and the Serious Accidents Punishment Act.
Police have charged company officials with occupational negligence resulting in death and are continuing their probe. The Labor Ministry has also issued a suspension order for the Daejeon factory and is reviewing whether to apply charges under industrial safety and serious accident laws.
Kim Jong-yoon, head of the ministry’s Industrial Safety and Health Headquarters, visited the site the following day and noted that the inspection revealed "insufficient fall prevention measures." He ordered a thorough investigation and emphasized that the suspension would remain in place until fundamental reforms are implemented.
Calls for Accountability and Reforms
The Federation of Korean Trade Unions (FKTU) held a press conference demanding a full investigation into the incident and stronger measures to prevent similar tragedies in the future. A union official criticized the company’s safety management system, stating, “This incident represents a total failure of safety management.” The official added that the fact that even co-workers were unaware of the accident demonstrates how irresponsible Hansol Paper’s safety practices are.
Hansol Paper released a statement expressing deep condolences to the deceased worker’s family. The company said, “We will do our utmost to prevent a recurrence by comprehensively overhauling our safety management system.”
