3-Year-Old Girl and Dog Found Dead in Car; Mother Claims She Fell into River

A Tragic Incident in Maine: Manslaughter Charges Filed
A heartbreaking incident has led to a woman being charged with manslaughter after her 3-year-old daughter and a dog were found dead in a locked vehicle. The case has sparked widespread concern and raised questions about the circumstances surrounding the tragedy.
According to reports, Kelly Brown, a 40-year-old Pennsylvania resident, was allegedly responsible for leaving her daughter and a family dog inside a parked car while she went out to take out trash. However, she later claimed that she fell into the Penobscot River and was “swept away.” This explanation, however, has been met with skepticism from law enforcement.
The Penobscot County Sheriff’s Office (PSCO) first discovered the vehicle of Kelly Brown outside a local business in Milford, Maine, on the evening of August 9. Inside the car, police found the young girl deceased, and they located Brown nearby. After calling for assistance, the Maine State Police (MSP) arrested Brown, and she was booked at the Penobscot County Jail around 5 a.m. the following morning.
During an appearance at the Penobscot Judicial Center on August 11, Brown was formally charged with manslaughter. According to court documents obtained by several media outlets, Brown told police that she had left her daughter in the car while she was picking up trash in the area. She then allegedly slipped and fell into the Penobscot River, claiming she was “fighting to stay above water.”
However, police have disputed her account. Surveillance footage reportedly contradicted her claims, and her clothing was not wet when she returned to the vehicle. Additionally, law enforcement officials noted that Brown had scratches and bruises on her body, which may suggest a different scenario.
The child, Fiona, and their 13-year-old family dog, Penelope, had traveled from Pennsylvania to Maine as part of an annual trip to visit family. During the journey, they had been camping alongside rest stops. Brown had told authorities that she wanted to teach Fiona about keeping nature “clean.”
According to the affidavit, Brown claimed that her daughter and the dog were alive when she last left them in the vehicle. However, when police arrived, they found the child's body "resting, face down, on the driver’s side seat very close to the driver’s side door," while the dog's head was resting on her foot.
Brown's family reported her missing, stating that she had been acting strangely and claiming she had been seeing spirits. The affidavit also mentions that Brown began to scream when she learned of the deaths of her daughter and dog.
The Office of Chief Medical Examiner in Augusta determined that the probable cause of death for the child was heat exposure due to being left in the car for hours. No other signs of possible causes of death were found.
A judge set Brown's bail at $50,000. Attorneys and the judge have agreed to meet again on September 26, and Brown's case will then be presented before a grand jury.
This tragic event highlights the importance of never leaving children or pets unattended in vehicles, especially during hot weather. It also raises serious concerns about the safety and well-being of individuals who may be experiencing mental health challenges.
