A convenience store in Connecticut has been caught up in a major legal issue after being accused of illegally selling marijuana. The store, Gulf Convenience, located at 111 Gulf St. in Milford, had its lottery license suspended by the state Department of Consumer Protection (DCP) this week. The suspension was issued following a series of compliance inspections conducted at various vape shops in the area that hold lottery credentials.
The inspections were initiated due to community complaints about illegal sales of cannabis and tobacco to minors. According to the DCP report, Gulf Convenience was found to have multiple violations, with the most significant ones related to the sale of cannabis products. In Milford, it is against the law to sell THC or marijuana substances within city limits.
“Promoting and selling illegal cannabis products, especially where people who are underage may buy them, is a gross violation of the trust we put in our license holders,” said DCP Commissioner Bryan Cafferelli. He also expressed gratitude to the city of Milford and DCP’s sister agencies for their collaboration in preventing the sale of illegal and dangerous products.
The suspension of Gulf Convenience’s Lottery Sales Agent license is effective immediately, meaning the business can no longer conduct any lottery sales until further notice.
Details of the Inspection and Seizures
A detailed report from the DCP outlined the violations discovered during an inspection on July 16. On that day, Drug Control Agents found multiple pounds of suspected marijuana in both the front and back areas of the store. These items were seized by Milford police.
In addition to the marijuana, the store was found to have cannabis pre-rolls, electronic cigarettes, cannabis flower, and edibles displayed openly near the register. These items appeared to contain more than the 0.3% THC limit allowed by law.
According to the DCP report, a total of 2.13 pounds of packaged cannabis and loose cannabis flower were seized from the front of the store. Another 18.52 pounds of packaged cannabis and multiple bags of looser flower were found in the back of the store.
During the inspection, a Sig Sauer .380 caliber semi-automatic pistol was reportedly found under clothing on a shelf in a back room. The gun contained a full magazine, and its serial number had been obliterated.
Legal Charges Against the Store Owner and Employee
Store owner Laith Almuntaser was charged with operating a drug factory, possession of marijuana, possession of drug paraphernalia, possession with intent to sell, and possession of a firearm with an obliterated serial number. The charges are pending further investigation.
Milford police are also considering an interfering with police charge against Eesha Kumari Reddy, who was working the front counter during the inspection. She is said to have withheld information from investigators for a lengthy period.
DCP Report Condemns the Behavior
The DCP report condemned the actions of those operating Gulf Convenience. It stated that the store promoted the use of unregulated cannabis products, many of which contained THC levels far exceeding legal limits. The criminal activity at the licensed location led to police intervention and highlighted a threat to public funds from potential loss of lottery sales revenue, as well as risks related to firearms and dangerous illegal drugs.

This case is part of a larger trend in Connecticut, where authorities are increasing enforcement against illegal cannabis and tobacco sales. Recent efforts have included securing judgments against businesses that engage in such activities. For example, the Connecticut Attorney General recently secured a $4.93 million judgment against a smoke shop for selling illegal cannabis.
