Jackson City's Ongoing Street Resurfacing Project Faces Delays and Expansion
Nearly two years after the initiation of the first phase of Jackson’s street resurfacing project, the city is still grappling with delays while committing additional funds to complete the work. The Jackson City Council recently approved significant contract expansions for the “Street Resurfacing Project,” which now includes paving nearly 200 more roads. This decision marks a major shift in the city’s approach to addressing deteriorating infrastructure.
The project, initially launched under former Mayor Chokwe Antar Lumumba in October 2023, was expected to cover 31 streets by spring 2024. However, the timeline was not met, and Phase 1A remains incomplete. In September 2024, the council amended the contract to include 10 additional streets, bringing the total to 41. By October 2024, only 22 of those streets had been completed, leading to public concerns about the project’s progress.
At that time, former city spokesperson Melissa Payne acknowledged the delays and provided details on the next phases of the project. Phase 1B would involve resurfacing 11.3 miles of roadway across 48 streets, while Phase 1C would cover 19.3 miles across 54 streets. These plans were later expanded, with the city adding more streets to both phases based on proximity and funding availability.
Mayor John Horhn’s administration, which took office in July 2025, is now overseeing the project’s next phases. During a recent council meeting, interim Chief Administrative Officer Pieter Teeuwissen mentioned that Phase 1A was “wrapping up” and that Phase 1B would begin “next year.” While no specific timeline was given for Phase 1C, Teeuwissen emphasized the need for continued resource prioritization by the city’s One Percent Sales Tax Commission.
The council unanimously approved contracts with AdCamp Inc., a construction firm based in Flowood, to pave an additional 51 roads in Phase 1B and 45 in Phase 1C. Neel-Schaffer, the engineering firm responsible for Phase 1A, will continue to manage the project, while Dickerson & Bowen, Inc. served as the original construction contractor. AdCamp will now take over the work for the next phases.
With the expansion of the project, the city has allocated more funds to ensure completion. For Phase 1B, the original contract was $5.56 million, but a change order added another $5.38 million, bringing the total to nearly $10.94 million. For Phase 1C, the original cost was about $7.36 million, and a new change order added $3.77 million, pushing the total to just over $11.1 million.
In total, the city is now set to spend just over $27 million on the three phases of the resurfacing project. This includes $5 million for Phase 1A, nearly $10.9 million for Phase 1B, and about $11.1 million for Phase 1C.
Streets Included in Phase 1B and 1C
Phase 1B includes a variety of streets, such as Sycamore Place, Swan Hill Drive, Stratford Drive, and others. Some of the newly added streets in this phase are Walnut St., Booker St., Barrett Ave., and McKinley Street.
Phase 1C features streets like Washington Street, Kelly Street, White Oak Street, and many others. Additional streets added to this phase include Northeast Drive, Crestview Place, Eastwood Circle, and several others.
The project continues to evolve as the city works to address its aging infrastructure. With ongoing financial commitments and expanding scope, residents are watching closely to see if the promises of improved road conditions will be fulfilled.
